Allen is a young man with striking features. He wears his hair in a short regulation style cut. His brown eyes are clear and always show a sign that he is thinking something. His skin is slightly tanned from artificial tanning lights. He keeps himself clean shaved and tries to keep himself in fighting shape.

He seems to always have a smug look on his face like he knows a secret that nobody else does. He seems to always walk at a fast pace as if he is in a hurry. He speaks with a crisp clear and golden tone to his voice.

Personality

Allen seems to be a man who enjoys living. He has a taste for fine liquor and he has been known to smoke replicated cigars. (Real ones when he can find an outpost that sells them.) He has a love for music. Classical Terran music in particular.

Allen seems to enjoy the uniform he wears as well. He likes the way it fits on his body. He loves the way a woman reacts when he is in it. He loves to chase women, but he has a very hard time forming meaningful relationships with anybody.

Allen tries to exude confidence whenever he can. He never seems to get angry or upset even when tempers run high. He is prone to make a smart quip or a sharp retort. He is also not above making dramatic speeches or strike up a meaningless conversation in order to buy time. He has been told he has voice that's very nice to listen to, so usually folks put up with it.

Strengths & Weaknesses

• Charismatic, Allen has a rather charming quality about him. He considers himself a fairly smooth talker and easy to get along with. He is a very friendly person. Usually subordinate officers find him enjoyable to work with. He listens to them and never takes credit for their activities or actions.
• Unfazable, Allen does not scare or shake easy. Even in the most tense of situations he has been known to keep a cool head. There are a few instances where he becomes hot headed.
• Arrogant, Allen knows he is a skilled pilot. He seems to be a man who can look good doing just about anything. He knows it and isn't afraid to show it. It can be off putting at times.
• Haunted, Allen is haunted by the suicide of his wife. He blames himself and he took to a deep space assignment to run away from that emotion. He has a particular compassion for anybody who has lost a partner or a child.
• Pacifistic, Allen absolutely refuses to carry a sidearm. He keeps his duty phaser in a lock box. That lock box goes with him from his quarters to his office. He keeps the power cell of it inside of his boot.
• Hedonistic, Allen appreciates the taste of a good scotch and a fine cigar. He smokes real ones when they are available if he can't he has one in the holodeck. Completely harmless and holographic.
• Is not a glory hound- Unlike other young officers he doesn't care about rank or medals. He wants to see the stars and the farther away from Sol, the better off he feels.
• Diplomatic Nature, He inherited the gift of gab from his parents. he finds he can make himself relate to anybody. Mix that with his background in psychology. He considers himself to be a sparkling conversationalist.
• Ego, Allen has no problem seeing himself as being a golden boy. He also loves praise, he prefers to be recognized for doing a good job. He can be bitter when his ego is not fed properly.
• Vain, Allen is a very vain individual. He is what allot of folks would consider to be a prettyboy. It always takes him at least an hour to get ready for duty, making sure his hair is combed just so, His uniforms have to be firmly pressed, his boots well polished. He always tries to make the impression he is good looking

History

Allen has led a life of privilege, He attended Zefram Cochrane Private School while growing up, He was accepted into Starfleet Academy at Eighteen because his Uncle is received the Federation Medal of Honor for his actions in the dominion war. Allen has not had to work very hard to get to where he is. However the times he has worked, he has proven himself as astonishingly competent.

He received a commendation while serving aboard the Sutherland for using the tractor beam to get the ship out of an asteroid belt when its engines had been made inoperable. It was Captain Shelby that recommended him for a posting to a bigger ship.

Allen was born to Daniel and Ramona Rourke. Both were Political figures who devoted their lives to serving the Federation. Allen comes from human stock, of Irish American descent. Allen is one of those rare people who can do almost anything if he applied himself. Even in his failures he seems to walk away a better person for it.

Allen has four sisters. He spent his entire life in competition for his parents attention. He usually did not get a lot of love through them so he took up extra curricular activities in high school. Such as Debate, Mock Federation Council, Acting and Sports. To this day he is an avid Zero G Racquetball player. He is an eloquent speaker and was awarded Most Likely to Succeed in High School.

Allen applied to Starfleet academy wanting to be a Counselor. In his mind he wanted to become a JAG officer after a few years of psychology under his belt. That did not happen. He met and quickly fell in love with a fellow cadet, Whom he had known from back home. They were married during his second year. At the start of his third year, She was made to repeat her second year, Due to performance. She came from a family that was very pro military. She just could not handle the stress of courses and took her own life.

Allen considers himself staunchly liberal when it comes to politics. He loathes weapons, He abhors violence. To the point where he will not carry a phaser around. He keeps his in his office in a lock box. The power cell is kept in his boot. So that way he can always claim to have the "important part" when on duty. This stems from his wife's suicide She was a fellow Cadet who decided she couldn't handle failing Security training so she shot herself in the head with a phaser set to stun. It was at point blank range. She was two months pregnant at the time. She had not disclosed this to Allen. He found out when he received a copy of the autopsy report.

This has given Allen a certain soft spot for anybody in trouble. In his mind he feels like he needs to atone for her death. He routinely goes out of his way to make sure everybody who serves under him feels validated. He pushes for extra freedoms for his department. Holds meetings and recommends counseling visits to any officer he sees in trouble
